The web cam viewing software doesn't run in HTML - it runs as an ActiveX control within your browser. You need to use the same kind of webcam that all of these sites do.

Google is just showing you where to find these sites based on the search criteria. It is not a feature of google.

some times if u want to get by passworded cameras. U will have to think of a username but for the password u can either put 1=1,(blank), put in a hole bunch of letters or numbers. That will confuse the server. This mainly works on crappy password protectors.
