That white light on the building in the back of the shot is a car's headlights as it flips in the air from the force of the blast - you can see it if you look really closely.

I am sure Putin approved news will either blame Ukraine or call it a gas leak. Rather than admit they are so bad at finding targets they bombed their own city 40mi from the border.
The theory is that it's a bunker-buster type bomb, and that the delay is it burrowing into the ground before detonating. You can see at the 20 second mark that there's almost zero above-ground detonation, it's all deformed ground that gives way to an explosion when the ground finally splits. Putin-approved news called it a mechanical failure, which honestly it could have been.

I think he is suggesting Putin is moderate compared to the alternatives. I don't really think "he's not as stupid as everyone else" is much of an endorsement, however. I'm also not sure it's true, though I suppose it's a lot easier to seem moderate if you jail or kill all the real moderates. Wakka wakka.
